" CHILD RIGHTS"

           The Bangalore City Police are observing , the child Rights week in collaboration with various organizations working with Children, being coordinated by  makkala Sahaya vani. This is a special events  , as children,  various organizations and the city  Police come together to elucidate on issues related to the rights of the child and endorse children's rights to survival, education, protection participation and holistic development, The community collective - Makkala Sahaya Vani with the toll free phone help line  in the Police commissioner's is coordinating these events with children and the NGOs and the Police are organizing the same. 

           India became a signatory to the convention  on the Rights of the Child - CRC in 1992 , yet there has been little change in the lives of millions of children in out country. Article 42 of the CRC obligates the stage to make the provisions of the  conventions widely known among the adults and children . These  events are a step towards making  children and adults aware of children's Rights. 

           Makkala Sshaya vani under the aegis of the Bangalore city Police , since its  inception in 1997 , has encouraged children and public to report atrocities against children at all levels : including in houses,  work places, on the streets, slums and even at schools, and have responded appropriately with  the support of the Bangalore city police, networking  organizations to extend support to children caught in these distress  situations. MSV Strives to enable children to realize their Rights and empower them to be their  own first line of defense. In an effort to make the public aware of the same  and build  more friendly  relationships between children & Police, the child Rights  week 14th to 20th November , have been organized with emphasis on Every Rights to Every Child '.

       The events  are being coordinated and conducted by makkala shaya Vani and  NGOs  for the Week, include : 

       The collaboration organizations of MSV are conducting meetings with parents and children  on children Rights  during this week , with the help of the local police. Children are also visiting  police Stations and having community meetings. The local police stations are helping  in organizing  these programs. The objective has been to build positive and proactive relationships between children, Police and community. 

      These  events  are geared  towards  encouraging  and strengthening positive  interaction between the children and the police and making the public aware of children's rights. The Ban galore  City Police has been the first in India to Collaborate with the community to encourage and organize such events  towards building  a Child Friendly Ban galore City. 

       * 14th Nov. Children's Day : Children will participate in an Elocution competition on Children's rights to Education and participation. The children would recite poetry or prose on the said subject for one minute. 

     * 16th Nov. A daylong Children's mela - a day of fun and games for the less privileged children of our society. Children & Adults form all walks of life are invited to the BRV grounds to  come and endorse their signatures  to safeguard children's  rights and protect children. Makkala Mela - about 2500 children  from 35 different NGO s and schools  participate in the daylong  mela, where they have an opportunity to play various games, the  " Police dog Squad " has an exhibition and the CAR  band will give a performance for the children. 

      *  17 th  Nov. : Culture program for Senior category

      *  18 th Nov. & 19th Nov. Children visit the Planetarium, museum and aquarium, transport and food is provided by  the Ban galore city Police.

       * 20th Nov. - Makkala Samskruthika Spande at the conference Hall, Office of the Commissioner of Police, will see children displaying the finals of the dance & drama - cultural events.

MAKKALA  SAHAYAVANI (MSV)

An initiative of the Bangalore City Police to attend to the problems of children, was established in the premises of the office of the Commissioner of Police on 30th December 1997. This is a helpline for children with a toll free telephone No.1098.

The primary objective of the Makkala Sahaya Vani is to respond to the immediate needs of any child in crisis. The other objectives are providing shelter, medical care, legal-aid, counselling and protecting children and helping them to realise their rights.

Makkala Sahaya Vani has received active support from various organisations, individuals, corporate sectors, institutions and community groups. 


MSV is manned by trained women police constables and volunteers.

In addition to the activity of helping children Makkala Sahaya Vani in collaboration with the UNICEF has organised several training courses to officers and men of City Police to sensitize them to the rights and problems of children.

Bangalore City Police has the unique distinction of being the first force in the country to have established an exclusive helpline for children.

Makkala Sahaya Vani responds to calls ranging from:-

·         Counselling for emotional problems

·         On harassment, exploitation and sexual abuse

·         Shelter for lost / missing children and to re-unite them with families

·         Legal & Medical services

·         Calls from public and parents of children who are mentally and physically handicapped

·         Children denied of their earnings

·         Children who just want to speak to MSVs

·       12/08/2009-MSV staff and MSW students organized awareness programme on child rights and protection of children followed by group games at Ashadeep(Shelter Home) Shivajinagar.

 

·       20/08/2009-MSV staff and MSW student conducted awareness programme on problems of adolescent girls and also use of 1098 at Brhamma Samaj Girl’s High School, Tasker Town Shivajinagar.

 

·       24/10/2009-Conducted awareness programme for the school children and their parents at Al-Ameeen Kambalposh kannada Primary and High School, Shivajinagar.

 

·       20/11/2009-MSV staff attended a programme on Convention on the Rights of the Child organized by UNICEF.

 

·       25/11/2009-MSV staff conducted awareness programme on child rights at Government Telugu School at Shivajinagar.

 

·       07/01/2010-MSV staff attended a programme on Implementation and functions of Juvenile Justice ACT 2000 at DWCD organized by ECHO.

 

·       16/01/2010-MSV staff and CWC member-Mr.Basavaraj conducted awareness programme at Government Junior College Shivajinagar on Adolcent problems in present society and also MSV conducted poster’s exhibition given by CRT.

 

·       24/02/2010-Conducted awareness programme on child rights and protection of children for the Anganwadi teacher’s and helper’s at Karnataka Council for Child welfare.

 

·       02/03/2010- MSV staff attended Juvenile Justice Act seminar organized by Department of Social Work, Bangalore University.

 

·       19/03/2010- Conducted awareness programme on child rights and protection of children for the Anganwadi teacher’s and helper’s at Karnataka Council for Child welfare.

 

Ten Master of social work students from five different colleges of social work department were placed at MSV for their field work for which MSV is given time to time guidance and support.
